How Government of India is Promoting the AVGC-XR Sector
The government actively supports the AVGC sector through dedicated policies, skill development programs, and AVGC promotion task forces, aiming to boost innovation, employment, and global competitiveness.

Formation of AVGC-XR Promotion Task Force
Announced in Union Budget 2022–23. The government constituted a dedicated AVGC-XR Task Force under the Ministry of Information & Broadcasting. It includes key ministries like MoE, MSDE, DPIIT, and leading industry associations (FICCI, CII, NASSCOM). The task force was assigned the responsibility to draft a national policy and create a roadmap to position India as a global AVGC hub.
National AVGC-XR Policy Framework
A comprehensive national policy has been proposed. The policy outlines a vision to make India a global hub for AVGC content and services. It focuses on employment generation, export growth, Indian cultural promotion, capacity building, IP creation, and institutional development.
Launch of the National AVGC Mission
Proposed to guide growth on mission mode. The government plans to launch a National AVGC-XR Mission with clear implementation goals, funding, timelines, and measurable outcomes. It will coordinate national and state-level efforts through a nodal agency under the Ministry of I&B.
Setting up of Centres of Excellence(NCoEs & RCoEs)
Establishing world-class infrastructure for training and incubation. National and Regional Centres of Excellence (PPP-based) will provide access to advanced tools like motion capture labs, rendering systems, and incubation facilities. These centers will support education, R&D, IP, and startups.
Skilling, Mentorship & Education Initiatives
AVGC skilling and creative education from school to university level.
- Introduction of AVGC-XR subjects under NEP 2020.
- Evaluation of MECAT (Media & Entertainment Creative Aptitude Test).
- Collaboration with MESC and NSDC for standardized skilling.
- Use of Choice-Based Credit System and Recognition of Prior Learning (RPL).
- Professors of Practice model to involve industry experts in teaching.
Financial Support & Incentives
Funds and incentives to support creators and startups.
- Production Fund under NFDC for Indian content creators.
- Startup Seed Fund for proof of concept and market entry.
- Viability Gap Funding (VGF) for AVGC-XR projects.
- Education Loans & Mudra Scheme access for AVGC aspirants.
- PLI Scheme proposed for gaming hardware manufacturing.
Promotion of Indian Content
The government has launched the “Create in India” initiative to encourage the production of culturally rich and original Indian content. To support this, a dedicated DD Kids channel is proposed to broadcast child-centric educational and cultural programming. Additionally, the government plans to organize a National AVGC Expo and the Game India Hackathon to showcase domestic talent, foster innovation, and attract global attention to Indian AVGC capabilities.
Access to Advanced Technology
To ensure widespread adoption of cutting-edge tools, the government promotes the use of cloud-based production workflows and open-source game development platforms. Efforts are underway to transition software providers to subscription-based models, making technology more affordable for startups and MSMEs. The establishment of R&D labs in premier institutions like IITs, NITs, and IISc is also planned, alongside anti-piracy campaigns to protect intellectual property and encourage innovation.
